There was a Gaullist myth that the new regime had reformed the system and, against the obstructive opposition of an Opposition which had learned nothing and forgotten nothing, had won the support of the French people for a strong democratic government on British lines. There was a corresponding Opposition myth that a ruler and party of authoritarian temper had consolidated their power by reducing parliamentary criticism to an impotent farce. Because it stridently took the traditional historians of Africa and the prevailing neo-colonial order to task, it was also vociferously criticized by the defenders of the status quo. In these neoliberal times, its visibility has waned. Mainstream scholars and pundits from and outside of Africa proclaim that it is no longer a relevant work for Africa. In The Enduring Relevance of Walter Rodney's How Europe Underdeveloped Africa, Karim F Hirji makes a systematic case that, on the contrary, Rodney's seminal work retains its singular value for understanding where Africa has come from, where it is going, and charting a path towards genuine development for the people of Africa. Hirji considers Rodney in his unitary persona as a historian, theoretician and activist. He begins by outlining the publication history and contents of HEUA, and noting the comments it has drawn from varied quarters. This is followed by a depiction of the global context within which it saw the light of the day and the flowering of progressive thought and vision in those vibrant times. The retrogressive reversal, in thought and social reality, that has transpired since then is summed up next. An assessment of how HEUA has weathered this storm is also provided. The next chapter presents a brief portrait of Rodney as a revolutionary, with the focus on his seven years at the University of Dar es Salaam. This is followed by an overview of the methodological framework utilized in HEUA. These five chapters lay the foundation for the main substantive part of Hirji's book. This part begins with a detailed evaluation of the criticisms that have been levelled at HEUA. Subsequently, by a review of eight textbooks of general African history in common use today is provided. The aim here is to assess the persistence, if any, of ideas of the type promoted by Rodney in such books and identify the manner in which HEUA is directly depicted therein. Do these books give an adequate and fair depiction of Rodney to modern day students? The penultimate chapter argues for the continued relevance of Rodney and his seminal text for Africa (and the world) in this anti-people, pro-capital, pro-imperial neoliberal era. Hirji concludes with a lively account of his own interactions over six years with Walter Rodney. With the focus on the issue of building socialism in Tanzania, a key dimension in the evolution of Rodney's thinking is described in a critical spirit. The fundamental question addressed is, in our often dark, demoralizing political environment, what do Rodney and his life have to teach us on the matter of navigating between hope and struggle? The conclusion emerging from this book is that in the first place most of the criticisms of the content, style and practical value of HEUA lack merit. The representation of Rodney in mainstream books is as well replete with distortions, unfair selectivity and political bias. The story of the 51st (Highland) Division during 1939 and 1940 is a short and largely tragic one and although it firmly burnt itself into the minds of Scotsmen it has never been granted the recognition it deserves. Even in Scotland it is often forgotten that the men, and attached troops, of the 51st Division, were fighting for survival in Normandy for some ten days after the evacuation from Dunkerque had been completed. Most present-day accounts of the Second World War in 1939/40 deal with the 'Phoney War' and the evacuation from Dunkerque but few mention the rearguard action at St Valery-en-Caux, other than a giving it a passing mention. Nevertheless, the action of the 51st Division against the might of German forces won the admiration of General Erwin Rommel and Charles De Gaulle, who fought against and alongside them. One of the enduring beliefs is that Churchill deliberately sacrificed the 51st Division in an attempt to keep France in the war; this, apart from being palpably incorrect, fails miserably to address the intricacy of the circumstances that overtook the 51st Division after they returned from the Saar. In a situation where units were repeatedly changing affiliation, communication between the French Supreme Command and British forces suffered language difficulties and the inclination to blame each other for the debacle that inevitably ensued. Nevertheless, for all the criticism that is thrown at the French Army, it is clear that a number of French units fought hard and with great courage, the main fault with the French command lying with poor leadership and lack of tactical planning. As far as the Highlanders were concerned it was bad luck that their term of duty on the Saar coincided with the beginning of Fall Rot. The speed and extent of the German advance from Abbeville took their own High Command and the French by surprise and it was with little wonder that Allied military thinking failed to keep up with actions on the battlefield. The theory that Churchill sacrificed the division to keep the French in the war owes a great deal to the Scottish need to attribute all the misery of the world to one scoundrel, a trait that exists to this day! Supported by eleven maps and over 150 photographs, the book traces the history of the 51st Division from its inception until its final surrender at St Valery-en-Caux and deals with the fighting on the Saar and the often ragged skirmishing though Normandy. The book also touches on the actions of the 1st Armoured Division and the Battle of Abbeville. There are three walks and a car tour included in this volume which allows the battlefield visitor to base themselves firstly in Abbeville and, secondly, further into Normandy. Long out of print, the book has now been updated with a new introduction by Glenn W. Olsen and is included in the ongoing Works of Christopher Dawson series. In all of his writings, Dawson masterfully brings various disciplinary perspectives and historical sources into a complex unity of expression and applies them to concrete conditions of modern society. Dawson argued that Western culture had become increasingly defined by a set of economic and political preoccupations ultimately hostile to its larger spiritual end. Inevitably, its educational systems also became increasingly technological and pragmatic, undermining the long standing emphasis on liberal learning and spiritual reflection which were hallmarks of the Christian humanism that created it. In this important work on the Western educational system, Dawson traces the history of these developments and argues that Western civilization can only be saved by redirecting its entire educational system from its increasing vocationalism and specialization. He insists that the Christian college must be the cornerstone of such an educational reform. However, he argued that this redirection would require a much more organic and comprehensive study of the living Christian tradition than had been attempted in the past. Dawson had reservations about educational initiatives that had been developed in response to this crisis of education. Among them, he expressed doubts about newly emerging great books programs fearing that they would reduce the great tradition of a living culture to a set of central texts or great ideas. In contrast, he insisted that a Christian education had to be concerned with "how spiritual forces are transmitted and how they change culture, often in unexpected ways." This would require an understanding of the living and vital character of culture. As Dawson saw it, "culture is essentially a network of relations, and it is only by studying a number of personalities that you can trace this network." Even leading historians, at that time and since, simply refer to the "Gallican view" without citing sources or clearly defining or understanding the Gallican thinkers. In contrast, this study facilitates a balanced and much-needed comparison of the differing Gallican and papalist ecclesiologies during the period 1682-1870. After a concise introduction that defines the two schools of theology, Richard Costigan examines the thought of nine major theologians on the subject: Bossuet, Tournely, Orsi, Ballerini, Bailly, Bergier, La Luzerne, Muzzarelli, and Perrone. In his analysis of the research, Costigan finds that the "consensus of the Church" in the Gallican view is not a simple claim and does not generally demand ratification of a papal definition by the bishops after the pope issues it. Rather authority is to be exercised in conjunction with the rest of the episcopate in a collegial and consensual manner. This concept of consensus draws on the history of the early and medieval church and is seen as coherent with the doctrine later expressed in Vatican II's Lumen Gentium. Without addressing present-day Catholic controversy, this study offers the necessary historical background for any ongoing discussion of the nature and exercise of papal authority.
